The fact that the head snapped proves that the baby is in fact dead. No living baby's head  would be suddenly ripped off JUST BECAUSE someone tugged on the head.

Once the baby's head comes out, the person in charge of the delivery would make the head face either thigh of the mother and then with fingers locked in the baby's neck and chin, the person in charge would PULL DOWN until the shoulders and part of the torso comes out. The rest of the delivery is then finished with an upward movement.

A significant amount of force is needed to make this happen. And yes, I've been surprised at just HOW MUCH force a baby's neck could take.
